Abstract
Streszczenie - SummaryThe article presents the problem of planning transport system in the areas of high natural and landscape values. Bridges and roads crossing valuable areas undergo Environmental Impact Assessment (EIA) Procedure. This procedure in Poland is often treated only as formal requirement, not as an instrument helping to solve conflicts and to minimise negative environmental and landscape effects. The potential of EIA is not used properly in Poland, especially in the field of threats for landscape, tourism and recreation. The famous example of Rospuda Valley has served as a proof, that only well conducted EIA procedure, including landscape and visual impact assessment, can minimize conflicts between new road system and tourism attractiveness of chosen areas. The weak of real EIA was presented, as well as the scope of suggested studies, fulfilling the European Union requirements. Serious threats to the valuable and unique landscape, which is our common heritage - like in Rospuda's case, should not be accepted, especially if there are several other transport corridors to choose from.
