Ensuring road safety is one of the most serious challenges in the world today, due to the tragic consequences of road accidents. Every year, more than one million people are killed on the world's roads and between 20 and 50 million people are injured. By comparison, several hundred people are killed annually worldwide in airplane accidents and tens of thousands in natural disasters. This indicates the scale of the problem. In addition, death in road accidents is the leading cause of death for young people (under 25).
In 2008, the European Parliament issued Directive 20082008/96/EC (the Directive) on Road Infrastructure Safety Management (RISM). Following a decrease in the rate of decline of fatalities and serious injuries in road accidents, the EP issued an amendment to the previous Directive (Directive 2019/1936). In the new one, the scope of its impact has been extended in relation to the road network (all roads financed or co-financed by EU funds, increased emphasis on improving the RS of vulnerable road users, etc.) and new tools have been added: Network Wide Road Safety Assessment (NWRSA). These elements will significantly increase the scope of the Directive's impact, but require appropriate competence of the RISM staff.
It should be stressed that it will be necessary to supplement knowledge with new aspects, areas of action, and to extend the competences of the staff involved in RISM. All this requires the provision of an adequate programme of staff training, both for those already involved in RISM, in the form of training courses, and a programme of student training, as future staff.
In order to raise the level of education, it is necessary to increase the competence and knowledge of the educational staff, lecturers and experts in the area of RS. This project aims to prepare the basis for such dedicated education for the three identified target groups (students, RS management and lecturers and experts). The project will primarily address the development of a method for Network Wide Road Safety Assessment, which will be universal for EU countries and at the same time can be used in countries outside the EU. This requires the development of innovative didactic and training materials, methods of conducting them related to NWRSA. This will increase the knowledge and competence of personnel involved in BRD management and, consequently, more effective implementation of the new Directive.
