In view of the unfavorable trend stabilizing the number of fatalities (25,100 fatalities in 2018) in recent years on EU roads, effective action should be taken to change this trend. The absence of a significant decrease in the number of fatalities in recent years indicates, according to a report by the European Commission of 4 IV 2019, the big problem faced by the EU in achieving its target: reducing fatalities and seriously injured by 50% to 2020. The Commission stresses the need for Member States to take swift and effective action to improve road safety. One of the key elements that could significantly reduce the number of fatalities and seriously injured is the improvement, the change in approach in Road Infrastructure Safety Management (RISM). Stagnation in improving road safety forced the development of Directive 2019/1936/EC amending Directive 2008/96/EC in RISM. One of the main changes is the coverage of RISM of all motorways, expressways, major roads in a given country and all roads financed or co-financed by the EU. This is a significant change to previous entries, which included mandatory coverage only of the TEN-T network. The main objective of the project is to improve the knowledge and competence of road infrastructure management in implementing road infrastructure safety management methods and tools, in accordance with Directive 2019/1936/EC. Long-term measures should be taken to achieve this objective, with a lasting effect. The project's special purpose groups are: • Students of higher education institutions, with scientific discipline of land engineering and transport, who will in the future design road infrastructure, work on road boards or other institutions related to road safety; • The staff of road management as bodies responsible for implementing the methods and tools of Directive 2019/1936/EC; • RS researchers and professionals, which are professionally involved in rS, including RSIM in particular.
