Analysis of the scale of transport exclusion in Poland together with recommendations for legislative changes in the context of public collective transport

Determining the scale of transport exclusion and its spatial distribution in Poland will enable the identification of areas that most urgently need intervention in terms of transport accessibility. A comprehensive diagnosis of the issue of communication exclusion should lead to the definition of proposed solutions aimed at combating communication exclusion, especially legislative changes, understood as a tool to counteract this exclusion. Detailed objectives: 1. Collection of data on both rail transport and bus connections, conducted nationwide. 2. Processing, analysis and processing of the obtained information in the assumed form. 3. Development of a definition of communication exclusion corresponding to the objectives indicated in the order. 4. Development of proposed solutions aimed at combating communication exclusion. 5. Preparation of proposals for changes in legal regulations, in particular regarding the Act on public collective transport, dedicated to the tasks of counteracting transport exclusion. The data collected as part of the research project on the scale of transport exclusion in Poland will be used to guide the intervention of state authorities. Public administration activities will more effectively meet the specific transport needs of each local community, which needs, current and forecast, should be highlighted in the implementation of the research project. Investment decisions in the field of transport infrastructure and the creation and restoration of bus and rail connections can be made, among others, with the use of the diagnosis of the current transport situation in individual regions of Poland and prepared forecasts of demand for transport services carried out as part of the research project. The Department of Road and Transport Engineering WILiŚ conducts research and studies on the development of transport systems in voivodships and cities. The Department's Research Team has substantive preparation and research facilities to conduct this type of research projects. The research results will be used to prepare publications, carry out doctoral and postdoctoral theses, and conduct didactic classes (diploma theses, participation of students in the project).
