The accumulation of pharmaceutical loads in the Baltic Sea poses a long-term risk to the environment with well-documented evidence according to the EU Commission. For reducing the emission loads most of the Baltic Sea Region (BSR) countries realised that an upgrade of the largest coastal WWTPs is inevitable in the future, and first concepts for implementation of advanced treatment techniques have been already initiated by various projects within the BSR (e.g. MORPHEUS). Applying the precautionary principle, a consequent risk based mitigation strategy demands the involvement of all relevant actors (environmental agencies, medical sector, water operators and associations, tourism board, associations and lobby groups). For the intended project, they shall be brought into a solution oriented stakeholder dialogue.
This dialogue can take input from the German example but shall be led more focused on the challenges in rural areas. By conducting above mentioned activities and developing a holistic system approach, we address several targets in parallel, 1) improving ambient water quality surface water bodies, 2) reducing the pharmaceutical load into the Baltic Sea, 3) contribute to a sustainable economic and ecologic development of rural areas.
Based on different models such as the German Stakeholder Dialogue and the Swedish List of Recommendations for pharmaceuticals for practicing physicians the transnational project can spread best-practice examples on improving the communication and interdisciplinary for reducing the burden to the environment. The opportunities for capacity development in terms of transnational knowledge exchange - both between countries and at different stakeholders can therefore enhance the overall process in developing a sustainable project with positive impacts on the environmental status of BSR..
