DETERMINING THE TRUSTWORTHINESS OF PUBLIC INFORMATION ON SOCIAL MEDIA USING LINGUISTIC-BASED TEXT ANALYTICS APPROACH
The rapid development of information and communication technologies contributes to the expansion of channels used by e-government for information dissemination, ranging from e-government websites and service portals to social media. Within the last years, Twitter has been noticed as a powerful platform for building government-citizen interaction, and influencing public policy-making. Beyond the benefits, the e-government needs to realize the risks associated with the difficulty of verifying the trustworthiness
of information disseminated on social media. The use of text-mining techniques opens new opportunities in social media analytical support of e-governments. However, most recent text analytics studies assume that the information they use is trustworthy, and methods for misinformation detection do not attempt to contribute to policymakers'
decisions and actions. We aim to develop an approach for determining the trustworthiness of public information on social media that harnesses the power of computational and linguistic-based analytics techniques to expand the understanding of the degree and nature of public information trustworthiness in social media, and citizens’ information needs in communication with government. We apply our approach to guide the interpretation of case study findings by using the following data: tweets from official accounts of Polish and Ukrainian governmental accounts; and Polish- and Ukrainian-language tweets related to six main governmental sectors from non-governmental accounts. The incremental practical contribution of the project is that our results will be useful for government representatives to formulate data-driven recommendations and guidelines; and for data scientists to adapt the proposed methodology for analyzing the trustworthiness of textual messages in social media. The project takes into account the two outlined priorities, namely the involvement of young scientists and the possibility of cooperation with social partners.
