非位似偏好、碳市场与异质性政策协调的减排效应
Publikacja中国经济绿色复苏需要正确处理好“双碳”目标与经济发展之间的关系。基于现实政策背景，本文构建了包含居民消费非位似偏好和异质性生产者的环境动态随机一般均衡模型，探讨非位似偏好下碳市场与宏观经济政策搭配的碳减排效应。研究发现：碳市场通过碳配额影响绿色部门减排约束，激励其产生相对净排放量实现碳减排，且非位似偏好提高会引起绿色消费产生“棘轮效应”。进一步研究显示，在绿色技术冲击下,碳市场与其他政策组合的影响幅度提升，政策间更具协同作用。不同政策组合受非位似偏好的影响会产生异质性效应，其中，结构性货币政策与财政绿色信贷贴息政策组合受偏好影响有限，但在引入碳市场政策后可提高降碳速度，在低非位似偏好时将碳市场政策引入该组合不会产生减排效应。福利效应分析发现，非位似偏好提高后产生的跨期替代为低碳生产赋予优势，尤其是包含碳市场的政策组合能使高非位似偏好家庭利用冲击进行跨期替代的能力增强。本文揭示了非位似偏好对政策实施效果的作用，强调了碳市场与宏观经济政策搭配的重要性，为碳市场建设与“一揽子”环境政策协调搭配提供了重要启示。
