Został zaprojektowany z myślą o automatyzacji współpracy usług sieciowych, ale jest na tyle ogólny, że pozwala opisywać współpracę nie tylko w świecie komputerowym. Prezentowana jest geneza tego języka oraz jego model. Następnie opisana jest struktura języka poparta przykładem dokumentu napisanego w języku WSCDL.
