W pierwszej fazie będzie się ona w dużej mierze opierała na tunelach przenoszących pakiety IPv6 w pakietach używanej dziś sieci IPv4. Jednak opracowane metody nie radzą sobie w momencie natrafienia na NAT. W rozdziale zaprezentowano jedno z rozwiązań tego problemu - system Teredo.
