PublicationW artykule przedstawiono strukturę subwencji ogólnej trzech powiatów województwa pomorskiego: gdańskiego, nowodworskiego i sztumskiego w latach 2005-2007, składającej się z części oświatowej, równoważącej i wyrównawczej. Powiaty zostały wybrane według klucza dochodów podatkowych i poziomu bezrobocia. Analizy poprzedzono rozważaniami na temat aktualnego stanu prawnego odnośnie konstrukcji subwencji ogólnej dla powiatów.
