The publication of the European Commission's guidelines in an official language of a new Member State as a condition for their application.Case comment to the order of the Polish Supreme Court of 3 September 2009 (Ref. No. III SK 16/09) to refer a preliminary question to the Court of Justice of the European Union (C-410/99 Polska Telefonia Cyfrowa sp. z o.o. v Prezes Urzędu Komunikacji Elektronicznej)
PublikacjaThe case comment concentrates on two issues. In the first place, it contains an analysis of the legal character of the European Commission Guidelines on market analysis and the assessment of significant market power under the Community regulatory framework for electronic communications networks and services. Secondly, it analyses the consequences of the lack of publication of those Guidelines in Polishlanguage in the Official Journal...

An efficient incremental DFA minimization algorithm

Improving flexibility and performance of PVM applications by distributed partial evaluation
PublikacjaA new framework for developing both flexible and efficient PVM applications is described. We propose Architecture Templates Interface (ATI) that allows to control application granularity and parallelism. To ensure high application efficiency we extend partial evaluation strategy into domain of distributed applications obtaining Distributed Partial Evaluation (DPE). Both ATI and DPE were implemented using a new distributed programming...

Knowledge base views
PublikacjaThe paper introduces an extension to the NeeK language. In the current shape NeeK allows for selection of fragments of a given ontology. The selected part is automatically mapped to a database schema by Data Views implementation. Experience with a real system using Data Views has shown that the resulting database schema does not necessarily reflect the needs of the business logic of an application that uses a specific Data View....

Exploring the preferences of Polish EFL teachers towards the accents of English
PublikacjaThis language attitudes study investigates the preferences of EFL (English as a foreign language) teachers from Poland towards the accents of English they speak and teach. The Reactivity of Phosphanylphosphinidene Complexes of Transition Metals Toward Terminal Dihaloalkanes
PublikacjaThe reactivities of phosphanylphosphinidene complexes [(DippN)2W(Cl)(η2-P−PtBu2)]− (1), [(pTol3P)2Pt(η2- P=PtBu2)] (2), and [(dppe)Pt(η2-P=PtBu2)] (3) toward dihaloalkanes and methyl iodide were investigated. The reactions of the anionic tungsten complex (1) with stochiometric Br(CH2)nBr (n = 3, 4, 6) led to the formation of neutral complexes with a tBu2PP(CH2)3Br ligand or neutral dinuclear complexes with unusual tetradentate...

The Principles of Model Building Concepts Which Are Applied to the Design Patterns for Smart Cities
PublikacjaThe involvement of citizens into decision-making processes is one of the main features of smart cities. Such commitment is reflected in the form of requirements towards the city, and the benefits which are expected from the city. Requirements and benefits are thus the primary language of communication between decision-makers and urban residents. To develop such a language, it becomes necessary to develop design patterns for Smart...

Dissociative multi-photon ionization of isolated uracil and uracil-adenine complexes
PublikacjaRecent multi-photon ionization (MPI) experiments on uracil revealed a fragment ion at m/z 84 that was proposed as a potential marker for ring opening in the electronically excited neutral molecule. The present MPI measurements on deuterated uracil identify the fragment as C3H4N2O+ (uracil+ less CO), a plausible dissociative ionization product from the theoretically predicted open-ring isomer. Equivalent measurements on thymine...

An Approach to Trust Case Development
PublikacjaIn the paper we present an approach to the architectural trust case development for DRIVE, the IT infrastructure supporting the processes of drugs distribution and application. The objectives of DRIVE included safer and cheaper drugs distribution and application. A trust case represents an argument supporting the trustworthiness of the system. It is decomposed into claims that postulate some trust related properties. Claims differ...

Result of the 6-min walk test is an independent prognostic factor of surgically treated non-small-cell lung cancer
PublikacjaPathological tumour, node and metastasis (TNM) stage remains the most significant prognostic factor of non-small-cell lung cancer (NSCLC). Meanwhile, age, gender, pulmonary function tests, the extent of surgical resection and the presence of concomitant diseases are commonly used to complete the prognostic profile of the patient with early stage of NSCLC. The aim of this study is to assess how the result of a 6-min walk test (6MWT)...

Syntheses, Structures and Reactivity of Terminal Phosphido Complexes of Iron(II) Supported by a β-Diketiminato Ligand
PublikacjaWe report the synthesis of the first series of terminal phosphido iron complexes supported by a β‐diketiminato ligand (Dippnacnac) and their catalytic activity in dehydrocoupling of secondary phosphines. Anionic and neutral mono‐ or diphosphido complexes were obtained from the reaction of [(Dippnacnac)FeCl2Li(dme)2] with the R2PLi (R = iPr, tBu, Cy, Ph) phosphides by tuning the stoichiometric ratio, polarity of the solvent, and...

Ontology clustering by directions algorithm to expand ontology queries
PublikacjaThis paper concerns formulating ontology queries. It describes existing languages in which ontologies can be queried. It focuses on languages which are intended to be easily understood by users who are willing to retrieve information from ontologies. Such a language can be, for example, a type of controlled natural language (CNL). In this paper a novel algorithm called Ontology Clustering by Directions is presented. The algorithm...

Workflow patterns applicable to virtual knowledge-based organizations
PublikacjaWorkflow is a term specifying how to automate a business process, in whole or part during which documents, information or tasks are passed from one participant to another for action, according to a set of procedural rules. Workflow is therefore directly applicable in virtual knowledge-based organizations, where information is exchanged via electronic documents. In the literature, is presented a complete list of workflow control-flow...

The organophosphorus sulfenyl bromides as versatile reagents for cysteine derivatives functionalization by unsymmetrical disulfide bond formation
PublikacjaWe have developed a convenient method for the synthesis of L-cysteine unsymmetrical disulfides under mild conditions with good to excellent yields. Described method is based on the straightforward preparation of the organophosphorus sulfenyl bromide readily available from bis-(5,5-dimethyl-2-thiono-1,3,2-dioxaphosphorinanyl) disulfide. The unsymmetrical disulfides can be obtained for L-cysteine derivatives and thiols bearing neutral...
